Make visual notification work on Windows

On OS X the dock bounces when the app reaches a warning or critical threshold. The similar action on Windows would be to make the window flash. This currently isn't happening, but should. I'm not positive how this behavior will work on Linux and I don't currently have a machine, virtual or otherwise, to test it.
