Description
Add BackgrounDRb so that tasks can be scheduled that monitor the database. Initially this will be for the threat index monitor but other things will be added over time.

A job has been created to monitor the Threat Index level and send an email if the level defined in the preferences pane is reached. Also, a nightly report has been created that summarizes what happened the previous day. Lots of cleanup is needed and clickable links should be added so more information can be found.

After much deliberation I have decided that this is not a feature I want to support directly in SAM. Most people that are savvy enough to run Snort are probably also running something like Nagios, Big Brother or one of a host of other monitoring utilities that have this functionality at their core. Rather than muddying the waters with this feature I'm going to delegate it to tools that are specifically meant for this type of monitoring. As such I've check in a Nagios check that can be used to monitor the current threat index. I may revisit this in the future but for now I'm leaving it out.
