Add visual cue for high threat indexes on the dashboard

Description
If a source has a threat index >= 5 then turn the whole row red. If it's >= 3 then turn it yellow. If it's < 3 leave it plain.

Added visual cues on the dashboard for high threat indexes. This is currently hard coded but will be expanded at a later date.
